Dr. Barbaccia joined the staff at the Washington
Hospital Center in 1975. During his tenure he
has served the hospital as a Clinical Pharmacist,
Assistant Director, Associate Director, and is
currently the Director of the Pharmacy department.
His primary practice interests have been in the
areas of critical care, transplantation, cardiology,
and pharmacoeconomics. Dr. Barbaccia has served
on the faculties of multiple universities including:
Howard University, Medical College of Virginia,
Shenendoah University, the University of Maryland,
and the Catholic University of America. He has
been a member of the American Society of Health
System Pharmacists since 1974 and has served the
Society on numerous taskforces, councils, and
in their House of Delegates. In 1995, he was named

contributions to practice excellence. Dr. Barbaccia
received his undergraduate degree in Pharmacy

earned his M.D. from Johns Hopkins University
School of Medicine and did his residency training

Kroch is also Professor of Economics in the College

and is a senior fellow at the Leonard Davis Institute
of Health Economics of The Wharton School of Business.
Dr. Kroch teaches and conducts research in the
fields of econometrics, public policy, and health
economics. He is also a visiting scholar in the
Health Care Systems Department of the Wharton
School of Business.

Dr. Landgarten is a graduate of the State
University of New York, completed his residency
in Internal Medicine at Montefiore Medical Center

He is Board Certified in Internal Medicine and

System, in Tulsa, Oklahoma. He has served as Chairman

of the Tulsa Medical Education Foundation. He
is a Clinical Professor of Internal Medicine at
the University of Oklahoma, and Director of Clinical

in private practice in Southeastern Virginia,

Healthways, where she held responsibility for
the development, implementation, clinical integrity,
and operational viability of a national cardiac

on general matters relating to medical staff affairs
throughout the alliance. He also serves as Chief
Medical Officer for Borgess Medical Center, a
426-bed tertiary care facility, overseeing credentialing,
privileging, peer review, and reappointment. As
Borgess Medical Center Chief Medical Officer he
is instrumental in strategic planning, continuous
quality improvement, managed care contracting,
critical pathway and disease management platform
development, the utilization of an automated severity-adjusted
outcome measurement system (Care Management Systems)
and marketing. He participated in the rejuvenation
of the graduate medical education program in Kalamazoo,
the Kalamazoo Center for Medical Studies, affiliated
with Michigan State University – College of Human
Medicine. He is the current vice-chair of the
Board of Directors of that organization, in addition

twelve years. In addition, Dr. Tolchin serves

management. He has addressed medical and management
audiences all over the country as a consultant

in Concord, MA. He has held senior executive positions
with CareInsite, an early-stage business venture
now part of WebMD, and with Cerner Corporation
